Delta Group is proud to announce that Dominic Dugo, Vice President of our Fraud Division, has been appointed Chair of the International Association of Special Investigation Units (IASIU) Workers' Compensation Education Council—the first council of its kind in the organization's history.
A National Response to a $34 Billion Problem
Workers' compensation fraud drains more than $34 billion annually from consumers and insurance carriers across the United States. To combat this pervasive issue, IASIU has launched the Workers' Compensation Education Council as its central resource for advancing fraud detection, prevention, investigation, and prosecution.
The Council brings together a national team of experts who will work collaboratively to identify major cost drivers, recommend innovative prevention strategies, and deliver cutting-edge education to the insurance investigation community.
Leading the Charge Against WC Fraud
Dominic brings exceptional credentials to this leadership role, combining prosecutorial expertise with deep insurance industry knowledge:
- 33 years as a prosecutor, where he led one of the most successful workers' compensation fraud prosecutorial programs in the country
- 6 years as Vice President of Delta Group's Fraud Division, advising Delta and clients nationwide on insurance fraud investigations
- Nationally recognized instructor and published author on workers' compensation fraud
Dominic will chair the Council alongside co-chair Jay Bobrowsky, Senior Vice President of Special Investigations at California State Compensation Insurance Fund, who brings 36+years of law enforcement and fraud investigation experience.

What the Council Will Deliver
The Workers' Compensation Education Council will serve IASIU members through:
- Monthly educational meetings featuring leading WC fraud specialists (last Tuesday of each month, 2:00-3:00 PM EST)
- A dedicated 3-hour educational block at the Annual IASIU Conference
- Published articles and training webinars on emerging fraud schemes
- Practical, actionable insights that investigators can immediately apply in the field

The Council's first meeting is scheduled for February 24 at 2:00 PM EST, and IASIU members are invited to register and join this groundbreaking initiative.
